The State of Open Data
In this panel, we will introduce the State of Open Data research project.  What can the last 10 years tell us about the future of open data? We will present the historical timeline of open data, discuss findings to date on different themes, stakeholders, and regions. We will also discuss the challenges and the opportunities for open data that are emerging from the research. This plenary will feature members of the State of Open Data editorial team and some of the authors that have contributed to the report. The audience will have a chance to interact to the research, ask questions, and provide feedback that might be fed into the final report!

Strengthening Global Commitments to Open Data
Bringing together key stakeholders from international agencies and national statistics offices, this session will take stock of the global commitments to open data and investigate the extent to which international initiatives have been supportive of the expansion of open data. Key questions for the session include: How have such initiatives provided strategic direction and encouragement to the open data movement? What else is needed to harness and strengthen international support and commitments to open data? We will hear diverse perspectives from the panelists before opening up the floor for a discussion with the audience.

In the last decade, several governments have invested at a national and local level in the establishment of open data teams or open data task-forces. But what do they look like? What’s Next for Data Publishing Platforms
Data publishing platforms played out an important role in the development of the open data community, allowing governments to accelerate the pace of implementation while while providing users with a more consistent approach to data consumption. With publishers transitioning quickly to open by default scenarios, platforms will be once again challenged to link both user and government needs.      

The panel will feature representatives from the CKAN, OpenDataSoft, and Junar communities to discuss what's good, what's wrong and what's next for data publishing platforms.

When talking about Open Data and Transparency, we don't mention Justice as much as we mention the Federal and Legislative branches.  In LATAM, we are working to open up more data related to femicides. Because of this, we have been able to experience the process for the Justice branch to implement better data into their process. Data Literacy
Open Data initiatives around the world are premised on the recognition that 'opening' key government and development information is a public good.  However, setting this information free doesn't address the deep capacity gaps had by the target users and beneficiaries of this 'opened' data.  Data Literacy support – that is, efforts to build capacity among potential (government and non-government) data users; to strengthen institutions and organizations which produce, disseminate, and analyze data; and/or to collaborative confront and seek to overcome challenges to the inauguration of a culture of data production and use across contexts – has been undertaken by a range of individuals and organizations.  But is it working?  Can we do better?  If so, how?  And what’s next?  This panel convenes top experts to dig deep into key questions about and opportunities for effective data literacy.
