Open Data initiatives around the world are premised on the recognition that 'opening' key government and development information is a public good.  However, setting this information free doesn't address the deep capacity gaps had by the target users and beneficiaries of this 'opened' data.  Data Literacy support – that is, efforts to build capacity among potential (government and non-government) data users; to strengthen institutions and organizations which produce, disseminate, and analyze data; and/or to collaborative confront and seek to overcome challenges to the inauguration of a culture of data production and use across contexts – has been undertaken by a range of individuals and organizations.  But is it working?  Can we do better?  If so, how?  And what’s next?  This panel convenes top experts to dig deep into key questions about and opportunities for effective data literacy.
