The implementation of a policy of openness at national level presents several challenges, for example: How to establish a political normative - regulatory framework, how to amplify its scope, both horizontally and vertically, how to guarantee a minimum level of quality in publications, how to encourage reuse and on the otherside how to respond emerging trends in data use and analysis.

During this session we will focus on the practical aspects of implementing data disclosure policies and the challenges these imply.
